Housing Stabilization Services (HSS) 2024- update

Key points

  • Remote Support modifier: Effective February 1, 2024, HSS providers are required to use a new Remote Support modifier (U4) when billing for remote support units. This new modifier must be used by all HSS providers who offer support to recipients remotely.  
  • Moving Expense benefit: Providers should be aware of process changes occurring as a result of the Moving Expense benefit going into effect beginning April 1, 2024.Providers will need to use this fax number when sending Moving Expense receipts to Hennepin Health: 612-321-3786.

Summary

Remote Support modifier

Effective February 1, 2024, HSS providers are required to use a new Remote Support modifier (U4) when billing for remote support units. This new modifier must be used by all HSS providers who offer support to recipients remotely. The Department of Human Services (DHS) HSS team provided training sessions for providers on January 16 and January 18.

Moving Expense benefit

Hennepin Health will have process changes as a result of the Moving Expense benefit going into effect April 1, 2024. Providers are responsible for collecting and maintaining documentation of all purchases and faxing receipts to Hennepin Health at 612-321-3786. Receipts will be reviewed for approval prior to claims payment.

According to DHS, Moving Expenses are only available to people receiving Housing Stabilization Transition services and who are transitioning out of Medicaid funded institutions or other provider operated living arrangements to a less restrictive living arrangement in a private residence where the person is directly responsible for his or her own living expenses (own home).

DHS outlines allowable Moving Expenses as: 

  • Applications, security deposits, and the cost of securing documentation that is required to obtain a lease on an apartment or home.
  • Essential household furnishings required to occupy and use a community domicile, including furniture, window coverings, food preparation items, and bed/bath linens.
  • Set-up fees or deposits for utility or service access, including telephone, electricity, heating and water.
  • Services necessary for the individual’s health and safety, such as pest eradication and one-time cleaning prior to occupancy.
  • Necessary home accessibility adaptations.

As a reminder, DHS states that:

  • Moving Expenses are non-reoccurring and are limited to a maximum of $3000.
  • Providers are responsible to track the amount used and not exceed the $3000.

DHS has noted that providers must maintain documentation of all purchases and spending, including receipts related to the person’s Moving Expenses. Providers must track costs separately from other services provided under Housing Stabilization Transition Services.
